PURPOSE / SCOPE:
The intent of this policy is to ensure an orderly system of vehicular parking for employees, students, and visitors.
DEFINITIONS:
ICOM- The Idaho College of Osteopathic Medicine
Parking Permit- A plastic, numbered card issued to employees and students to be displayed on vehicles utilizing the parking lots associated with the ICOM campus.
WASD- The West Ada School District, to include the training center and parking lot north of the ICOM campus.
POLICY AND PROCEDURE:
General
The parking lots at ICOM are available for use by ICOM students, employees, and visitors to the campus. Designated parking spaces are located on the north, south and east sides of the building, as well as the satellite parking annex located on the corner of E. Central Drive and N. Locust Grove Road. Visitor parking spaces are located on the south side of the building. A motorcycle parking area is located in the east parking lot. As part of the ICOM property lease agreement with WASD, employees and guests of WASD may use the parking spaces located on the east side of the ICOM building, as well as the third row directly north of the ICOM building, when necessary. ICOM employee parking spaces may not be used for this purpose.
No person shall park in a space, which is properly designated for use by a person with a disability, unless special license plates, a placard, or a temporary placard for a person with a disability is displayed in or on the vehicle, pursuant to Idaho Statutes, Title 49, Chapter 2, Section 49-213. ICOM has these designated spaces located in the north parking lot, the south parking lot, and the satellite parking annex.
Enforcement
ICOM Campus Security has responsibility for parking enforcement. Parking permits are issued to students and employees upon enrollment or employment at the college. Only one permit is issued per student or employee. Students and employees are required to supply their vehicle descriptions to Campus Security and to keep this information up to date. The vehicle description shall include the year, make, model, color, license plate number and issuing state. More than one vehicle can be listed for each permit. ICOM motorcycle parking permit decals are also available from Campus Security. Students and employees are not allowed to loan or give their parking permits to others. Lost or stolen parking permits shall be reported to Campus Security immediately. Visitors to ICOM may be issued a temporary parking permit by Campus Security or their designee.
Vehicles not displaying a valid ICOM parking permit are subject to citation, fine, or towing and impoundment at the vehicle owner’s expense. This would necessarily include unauthorized vehicles belonging to neither an employee nor student of the college. Vehicles parked illegally in a space that is properly marked for the exclusive use of a person with a disability will be referred to the Meridian Police Department for disposition. Citation of Employee and Student Vehicles
Compliance with the ICOM Parking and Permit Policy is considered a professionalism issue for employees and students. When instituted, ICOM parking fines must be paid within 10 days. If a parking fine is not paid within 21 days, the Director of Security shall email the employee or student violator, reminding them of their obligation to pay their parking citation. If the parking citation is not paid within one month of the issuance, the matter will be referred to the appropriate person or committee, as follows:
- For employees, the referral will be made to the employee’s immediate supervisor; and
- For students, the referral will be made to the Associate Dean of Student Services; or, at their discretion, the Professionalism and Academic Review Committee (PARC)
Employees receiving three (3) or more ICOM parking citations within a calendar year are subject to progressive discipline as described in the ICOM Progressive Discipline policy.
Students receiving three (3) or more ICOM parking citations during the calendar year shall be referred to the Professionalism and Academic Review Committee (PARC).
Towing and Impounding
ICOM adheres to the guidelines of Idaho Code 49-1806 regarding removal of unauthorized vehicles from private property. Entrances to the ICOM parking areas are posted with signs indicating unauthorized vehicles are subject to towing and impoundment at the vehicle owner’s expense.
ICOM has entered into an agreement with Nesmith Brothers Towing of Meridian, Idaho, for the towing and impoundment of vehicles. Their 24 hour phone number is 208-297-6425.
ICOM Campus Security officers shall obtain authorization before requesting a vehicle be towed. This authorization may be made by the Director of Campus Security or the Senior Director of Facilities.
