PURPOSE / SCOPE:
Provide guidelines in the event that Campus Security needs to make a Citizen’s Arrest.
POLICY:
Campus Security Officers employed by the Idaho College of Osteopathic Medicine are not sworn police officers in the State of Idaho and possess only those citizen’s arrest powers in accordance with applicable laws including but not limited to those powers provided by the authority of Idaho Code 19- 604, as may be amended from time to time.
ICOM Campus Security Officers are encouraged to involve both local law enforcement authorities and their supervisor as early as possible in any situation which could result in an arrest.
If an ICOM Campus Security Officer does affect a citizen arrest of an individual, they will notify both local law enforcement and their supervisor immediately to report the arrest and surrender custody of the individual over to local law enforcement. The ICOM Campus Security Officer will immediately document actions taken during the arrest and will cooperate with any investigation commenced by local law enforcement.
